The Smog block-off plates are designed to seal off the ports used by the air injection system. (That's your "smog pump".) They are CNC-machined from billet aluminum and feature the Womet Tech "W" logo.

The air induction system (AIS) burns unburned exhaust gases by injecting fresh air (secondary air) into the exhaust port, reducing the emission of hydrocarbons. Once these are capped off the air injection system can be safely removed.
There are many benefits to removing the air injection system; It reduces weight and clutter around the engine compartment. It allows for more accurate Air/Fuel ratio when dyno tuning a bike, and it eliminates exhaust popping on deceleration.
